You are invited to take part in the combined FIG C7/C2 Annual Meeting in The Netherlands, at the Locatie Punt, Deventer (Overijssel), proudly hosted by the Netherlands Cadastre, Land Registry and Mapping Agency (Kadaster) and ITC, University of Twente, from 2-4 October 2023.

We are certain that the Netherlands and the famous Hanseatic city of Deventer will host an event that will meet all the expectations. The Netherlands is known for its tulips, windmills and polder landscapes, and is also one of the best surveyed areas in the world. Every square meter has been mapped, registered and documented. Being small sized, densely populated, partly below sea level and the second ‘largest’ exporter of agricultural goods in world, the management of land and water is crucial in the society.

Mapping and surveying are basic activities to support the management of land and water. Having almost 200 years of experience with mapping and more than 100 years of land consolidation, the Netherlands offers an inspiring environment for the FIG C7 Annual Meeting.
Not only the rural and urban environments show the important role our profession plays, also the institutional and professional context are renowned for its high-level standards.

Taking part after what will surely be inspiring Kick-Off C7/C2 ‘2023-26’ Working Group sessions at the 2023 FIG Working Week in Orlando, USA; the 2023 FIG C7/C2 Annual Meeting promises to be packed with discussion, debate, and directions – as we continue to renew, reimagine, and recommit to ensuring the relevance of cadastres and land management globally.

Linking directly to the FIG Council and FIG C7 Workplans for 2023-26, key topics will include:

Keynote 1 - Monday 1 October 09:45 - 10:30 Digital Tansformation for Responsible Land Administration

Martin Salzmann:

Bio: Martin Salzmann is Strategy Lead at The Netherlands Cadastre, Land Registry and Mapping Agency (Kadaster). Martin is currently actively involved in shaping the Netherlands Spatial Data Infrastructure (SDI), digitalisation of the public sector and strategic planning for Kadaster. He has held numerous advisory and management positions within Kadaster. Martin is member of the management board of Eurogeographics.

Keynote 2 - Tuesday 3 October 09:00 - 09:45 Accelerating Fit For Purpose Land Administration

Brent Jones (Esri), Markus Koper (Trimble), Mathilde Molendijk (Kadaster), Javier Morales (ITC, University of Twente) and Christiaan Lemmen (ITC, University of Twente)

Session description: Through the International Federation of Surveyors (FIG), Commission 7 (C7) on Land Management and Cadastre, cadastral land surveyors have long recognised the value of a global perspective on land administration – for building technical consensus amongst practitioners; supporting advocacy of the domain at both national and global levels; and advancing the domain more generally.

The 2023-26 FIG C7 Work Plan will build on this tradition by providing the premier platform for dialogue between professionals, ensuring awareness and undertaking advocacy of the domain towards other global bodies, and instigating the creation of new domain-specific knowledge. To keep the domain moving forward we have to continue to contribute to the significant international cross-domain developments on the one hand, whilst shoring up the technical capacity (and relevance!) of land administration more locally.

This session focuses on ensuring that land management and cadastre remains relevant and central to society – by engaging the participants involved, reimagining how we get things done together, and recommitting to our central areas of competence, contribution, and impact.

Keynote 3 - Tuesday 3 October 09:45 - 10:30 Digital Advances and Scaled Solutions

Prof. Dr.-Ing. Efi Dimopoulou:

Bio: Professor at the School of Rural, Surveying and Geoinforematics Engineering, N.T.U.A., in the fields of Land Administration (LA), Spatial Information Management (SIM), 3D Cadastres and 3D Modelling. Programme Director of the N.T.U.A. Inter-Departmental Postgraduate Course «Environment and Development». President of the Hellenic Society for Geographical Information Systems (HellasGIs, 2014 - 2016). She has participated in 28 funded Research Projects, in Scientific Committees and FIG Commisisons on “3D Land Administration and Standardisation”. She has published 3 books; she authored or co-authored more than 120 papers in scientific journals and reviewed conference proceedings and editorials. She chaired International Conferences and Workshops and she is PC-member and chairman session in many international congresses and scientific events.

Dr. Willem van der Muur:

Bio: Dr. Willem van der Muur is a Land Tenure Specialist at the World Bank’s Urban, Resilience and Land Global Practice. He is currently based at the World Bank Country Office in Jakarta, Indonesia, where he leads the preparation and supervision of land and geospatial projects in the East Asia-Pacific and South Asia region. His key expertise areas and current engagements include customary land tenure, community engagement, and property valuation. Willem received his PhD in Law and Governance from Leiden University. He also holds master degrees in International Law and Social Sciences from the University of Amsterdam. His PhD research focused on customary and indigenous land tenure, assessing the trajectories and outcomes of community efforts to secure collective land rights. For this study he conducted extensive ethnographic fieldwork in rural areas in Indonesia. Before joining the bank, he worked as a post-doctoral researcher studying land conflicts between plantation companies and local communities.

Monday 2 October 17:30 City Tour

Put on your walking shoes and join us with a city walk through Deventer, one of the oldest cities in the Netherlands. Deventer is one of the Hanseatic cities: a network of Dutch cities that conducted exclusive trade in the Middle Ages With Denmark, Germany, Norway, Sweden and Poland, among others.

Thanks to this lucrative trade, Deventer grew into a beautiful historic city on the IJssel.

Monday 2 October 19:00 DAVO Brewery - pubquiz

The city walk ends at DAVO Brewery. A local Deventer Brewery where you can chat about the day with fellow participants while enjoing a beer and some (Dutch) snacks. During the evening it is possible to participate in a pubquiz. Who do you think knows more about FIG, the organizing parties and Deventer?

Note: two beers and snacks are included. Others are for your own costs.
